Evaluation of the West London Area Programme
GLE evaluated four Area programmes funded by the London Development Agency (LDA) and delivered between April 2007 and March 2009.
The programmes
The programmes provided a package of support for individuals and businesses in west London. Employment support focused on employment support- training, information, advice and guidance (IAG) and job brokerage for individuals; and business support aimed to improve the performance of local businesses, providing training courses tailored to their needs and networking opportunities in the local area.
The four Area Programmes evaluated were:
- Routes to Work - led by Heathrow City Partnership;
- Wembley / Park Royal Jobs and Skills – led by Brent in2 Work, part of the London borough of Brent;
- Wembley / Park Royal Business Support Programme – led by Park Royal Partnership; and
- White City Area Programme – led by the London borough of Hammersmith & Fulham.
GLE's approach to evaluating the programmes
The evaluation comprised of interviews with 400 individual recipients of employment support and an e-survey of businesses supported. The data was collated and a qualitative analysis of the delivery process and impact on individuals was undertaken, alongside a quantitative economic impact analysis.
